The information the Town Board doesn’t want you to know...
The Exit 11 area is a residential area populated with responsible taxpaying citizens with families, a 550 student Elementary School, a 32 apartment living center for seniors age 62+, a miniature golf park & ice cream stand, a strip mall with small shops and Hannaford Grocery, 2 Banks, a Dentist, Stewart’s Shop and a Drug Store.
The pedestrian traffic is substantially high in this neighborhood. Roundabouts are not pedestrian friendly.
✓FACT: United States Transportation Research Board study reveals the following information. Drivers yield to pedestrians 85% of the time at Traffic Signals. Drivers yield to pedestrians only 68% of the time at roundabouts.
✓Roundabouts are a non-regulated concept; they never change the right of way for cars to enter Round Lake Road from the local tributary, neighborhood roads.
✓Signalized Intersections utilize a regulated concept; they change legal right of way to allow motorists, bicyclists and pedestrians to enter Round Lake Road from the tributary roads safer.
✓Roundabouts increase accidents if poorly designed. The proposed two roundabouts validated that there is insufficient space available to construct them properly.The current design has two roundabouts riddled with non-conforming features which increase the entry speed into the roundabouts and shorten the splitter island lengths. All of the three entry angles into the proposed Chango Drive roundabout and two of the four of the Ruhle/Raylinski are substantially out of conformance with the standard values.These and other non-conforming features create substandard designs which will jeopardize public safety.
✓The poorly designed roundabout at Route 9 and Dunning Street increased accidents from 7.8 per year to 45.7 per year. The engineering firm acknowledged this roundabout is flawed, it has similar substandard features currently proposed for Round Lake Rd. Roundabouts.
✓Roundabouts will increase capacity and flow of traffic on Round Lake Road at the expense of decreasing the capacity of the side roads where the Town of Malta residents reside.
✓Round Lake Road is a county owned road and the County Board of Supervisors voted not to fund the project. Due to the construction of the non-standard features of the roundabouts, the County Department of Public Works has requested the town take ownership of sections of the road.
✓The Town of Malta residents will be responsible for 20% of the construction cost which will be greater than 1 million dollars. This does not include the maintenance costs forever.
✓The Town Board has proposed to use Eminent Domain to seize our neighbor’s property even though this will only provide sufficient land to build two substandard roundabouts. Even if they seized MORE land, there are utility constraints that make it IMPOSSIBLE to build conforming roundabouts.
